I was playing through the downloadable demo, and my level 20 charicter leveled up his Big Shield Attack for the first time, so I went back to the trainer, and he was willing to teach me elemental big shield (It was the light one).
To sum up:
Elemental big shield requires Big shield level 1.
Someone could edit the post about charicter upgrades.

Can somebody confirm the elemental big shield information. I assume that Duvalier needs the elemental shield too? And I would need the cost too, please.

Duvalier does not need the other elemental shield to get the elemental big shield. The requirments are having an affinity, and a level 1 Big shield. The cost is 10. I confirmed this on the latest version of the Public Demo while typing this.

I am not sure that is true. My character learned Inferno Shield (http://telepath.wikia.com/wiki/Inferno_Shield) before learning Big Shield.
That's because mind sheild is more commonly used than big sheild. I got big elemental sheild first.
