Having now read the text of the bill, it seems the rumor about it authorizing an arrest based on reasonable suspicion is false. This is what the reasonable suspicion section says:

The Heritage Foundation is a partisan think tank; it's best to take its publications with a grain of salt.

Consider, for instance: the author mentions that undocumented immigrants have a poverty rate roughly twice that of the general population, yet does not appear to factor this into his calculations about how many people will be able to obtain legal permanent resident status. (LPR status is required in order to be eligible for benefits under Medicare and Medicaid, and one cannot obtain LPR status without paying a $4,000 fine.)

But more importantly, this study only examines one side of the equation. Sure, having more citizens available for government benefits will increase costs. What the author fails to mention, however, is that by bringing undocumented immigrants out of the shadows, the government will also have a new source of tax revenue to pay those costs. Many undocumented immigrants are currently paid "under the table," dodging federal income taxes and payroll taxes on money they earn working. Amnesty gives them an incentive to start paying into the system (and, by the same token, removes much of the incentive employers have to hire them in place of citizens, since employers will have to start paying taxes for them as well).

Find your saved game files on your hard drive, copy them, and then paste them into the new folder Flash will create when you play the downloadable demo. Here is how you do it, step by step:

Step 1: Find your saved games

Games are all saved as .sol files.

To find your files in Windows, do the following:


  • Start a search of your hard drive
  • Turn on the "find hidden files" option (if you have Vista, it will call this "include non-indexed, hidden, and system files")
  • Search for TelepathRPG3*.sol (just like I've written it there)
  • You should find the old saved game files; keep their folder open until we're done with Step 3

I assume that, since Mac is Unix, the location is similar to the above one.

  • Run the new TSoG downloadable demo
  • Start a new game and save it. We'll call this the new saved game. (It doesn't matter where you save--you're only doing this so Flash will create a new folder for downloadable demo saved games)

Step 3: Bring over your old saves

  • Using the same technique you used in Step 1 above, find the folder containing the new saved game's .sol fileā€“that's the new directory for your game's save files
  • Copy the old saved game files you want to use and paste them into the new folder

Well, here is (in really simplistic terms) how it works. An arrest is a "seizure" under the Fourth Amendment. (There are other things that count as a seizure as well, but we're not talking about those right now.) In order to seize someone, a police officer needs probable cause.

Reasonable suspicion is not probable cause. They are two different legal standards. Reasonable suspicion has been defined as "a reasonable, articulable suspicion of criminal activity." That's only enough to justify a so-called Terry stop, in which a police officer stops someone to briefly ask them some questions. That isn't enough to justify an arrest.

Probable cause, which is necessary for an arrest, requires "known facts and circumstances." So it's not enough that a policeman is suspicious, and can articulate why. He also has to have sufficient facts that objectively make it reasonable for him to suspect that the person he's arresting has committed a particular crime.

After reading this study on the characteristics of insurgencies that win and insurgencies that lose, I got to thinking: what are the chances for the Peoples' Resistance in TSoG? What do you think?

The voice actors' lines omit the player's first name where it sounds natural to do so, and just call him "Duvalier" when it doesn't.

I usually do--but the law doesn't require me to (unless, of course, I'm driving).

Also, keep in mind that probable cause is the bare minimum required for police to perform a warrantless search or seizure under the 4th Amendment. From what I've read, the Arizona bill permits the cops to arrest people based on just reasonable suspicion. Those are two different standards, with probable cause being a higher bar for police to meet than reasonable suspicion.

I don't approve of legislation which gives anyplace the feel of a police state. Requiring people to carry around papers documenting their citizenship status and allowing the police to stop people without probable cause goes much too far for my tastes.

Right now I'm waiting for the new portrait artist to finish redoing all of the in-game portraits. I think it should hopefully be ready within the next week or so, but it might be a little longer than that.
