There are ways to achieve your ends other than mind reading, like in the Mahboob side quest. However, both the options for Scanning and other ways of gaining information are per quest, not a move. Both have already been implemented by Craig in TsoG.

Misdirection is planting false ideas, not getting information. By "other ways of getting information" I meant physical means like fallenangelvlad was talking about: Threatening, force, stealing notes, reading diaries, etc. I probably should have been more specific.

The Hero used misdirection to read read letters.  It is a technique used to distract people, so the user can investigate personal items.
"Threatening" and "Blackmail" would require personality to pull it off.

Threatening and blackmail... I like it. I think that personality would have a lot to do with it, but maybe psy power should have an effect too. Talking scary will only get you so far. You need to also be able to convince whoever you are trying to blackmail that you can hurt them.

A demonstration of power like elemental blasting something or using an elemental area attack to destroy simultaneously some stuff could also be used.
This could be used either to scare somebody to tell us what we want (threatening & blackmail areas) or to impress someone with our power, perhaps to show that we are capable of doing some side quest

I think those techniques can certainly be an option in the game, though I think that using them should have, like other plot-related actions (e.g. what to do with the crowd that's chasing Duvalier when he tries to rescue his parents), certain effects later on in the game. But I agree that widening the scope for actions, giving the player morally ambiguous choices is an interesting thing to add. Gives more flexibility and does allow room for more play-throughs. I certainly can see that easily being implemented in small side-quests or NPC dialogue.

Can't you use mind blast on a person in Mission 4?

Yes, but it didn't really do anything... the person lived, and you still needed Luca to save you....
But, the mission is incomplete
