Breath 3 attacks

Are spriggats supposed to unlock the breath 3 elemental attacks upon promotion at level 20?

My frost spriggat did not, and I started the game before the breath 3 attacks were added

If you backstab the last enemy with my frost spriggat he'll level up to 20, but won't learn breath 3.
