Owww. My head hurts. You are confusing me. What if instead of slowing time, you have the most acute perception of it sonthat at will you can make it seem to slow down for you while your reflexes work at the speed you are perceiving?

Then he can meditate before a fight while the guy is swinging an axe at him. And no, you can't travel at light-speed; that, too, is off-limits, as you have mass. You may reach arbitrarily less than c, but it takes more and more energy.

So converting your mass energy into massless energy is another power? But what does that have to do with time distortion? If you can do that at will, why in the world would you actually slow time?
